Wayne C. Allen

CEO/Administrator

Wayne C. Allen is the current CEO/Administrator at Coalinga Regional Medical Center. He has served as a health care C-level executive for over 35 years. He has provided oversight and leadership to Hospital Departments. He has participated in the strategic planning, business development and implementation of numerous health care projects.

Some of the recent Hospitals are:

  • CEO /CFO – Mendocino Coast District Hospital, Fort Bragg, CA. – Critical Access Hospital
  • COO / CFO- French Hospital Medical Center, San Luis Obispo, CA.
  • CFO – Marian Medical Center, Santa Maria, CA.
  • COO / CFO – Arroyo Grande Community Hospital, Arroyo Grande, CA.

Sandra Earls

Chief Financial Officer

Sandra Earls has been the Chief Financial Officer for CRMC since August 2008. She has been with the hospital since August 1981 with managerial duties since 1987 that include Business Office Manager, Fiscal Activities Supervisor, Assistant Controller and Controller.

Sandra graduated from West Hills College with an Associates Arts degree in Accounting. She has been with the hospital through many exciting and challenging times. Sandra was instrumental in the passage of Measure M, the General Obligation Bond that was overwhelming passed by our community to construct the new hospital on Phelps Avenue .

Family is very important to Sandra. She has been married for 26 years to her high school sweetheart, Mack. They have two children that have made her very proud. Sandra has been active at the School District in volunteering and fund-raising. She coached a variety of youth sports programs throughout the years.


Terry Murphy, RN, MHSA

Director of Patient Services

“Murph” has been a healthcare professional for 40 years. Her work has included
hands-on patient care, leadership roles, and focused troubleshooting assignments.

Beginning as an LVN, then as RN, she worked all shifts, serving in many
departments of a community hospital. Over time, while working as an acute and critical
care nurse, she continued her education, moving from the bedside, to supervision, to
department management. She finished a Masters degree in Health Services
Administration while in her first CNO role, on the start-up team of a new skilled nursing/
rehab facility. Later, at a medical center, then twice in acute hospitals, she was CNO or
CPCS, for 18 years in all (during which she once delivered a baby, in a parking lot!).
Interspersed were turnaround projects at four other facilities. She still maintains her BLS
and ACLS Certifications, and belongs to the Association of California Nurse Leaders.

Each May 6, she celebrates Florence Nightingale’s Birthday. Over her career,
she has mentored many dozens of leaders, across a range of healthcare professions.
Her leadership also includes collaboration with doctors, regulators, board members, and
communities. Murph acquired her first Horned Toad lapel pin in 2018. She is married
to her college sweetheart. They have a daughter and two granddaughters.
